If problem is pw not being popular enough, let's try to solve the real problems, right?
There's two major problems ive heard from many players.
Problem number 1) IGW sides are not balanced, peoples get frustrated when they have to play games where they don't have practically chances to win (= playing as core vs as good player who plays arm). Core is much weaker and can put up even game only when player playing core is technically better than person playing arm.
This is proven in TA tournaments in example. If anyone doesn't agree, please show me tad where person played core all the way and won tournament vs arm players - yes, there are none.
Suggestion to solve the problem: If ppls were able to choose their race in games, to play whatever out of 4 possible matchups they like (AvA, AvC, CvA, CvC), IGW would be way more popular at least with good players.
Technically this however means that PW factions should be changed to something else than Arm and Core to keep up the imaginatory warfare idea. Faction_1 vs Faction_2, Empire vs Rebel Alliance, Gnugs vs Mugs, whatever. Make "best name suggestion wins" competition about names of factions.
I don't think this is technically as complicated to do as it might sound, its mostly renaming.
Problem number 2) There's more lag on PW than on WZ
- I dunno what it technically takes to fix this, but it drives some ppls out of pw. Someone with more knowledge about tech-stuff can make you better suggestions than I can...
EDIT:
- Now when i tought about it a little more, Arm and Core have been fighting (and capturing and necroing each others units) for so long that wasn't it natural if they both allready knew each others stuff enough to be able to change their commies build menus? So it wouldn't prolly even need to change the faction names to keep it realistic...
