The most common problem is port opening. TA uses DirectPlay Networking Protocol... so that uses ports TCP/UDP 2300-2400, 47624.
Refer to http://portforward.com/ on instructions for your router.
If you don't have access to a router then maybe your friend has access to his own router and can open ports. The person successfully open his ports on his router can be the SERVER.
