1. were do i get a program to make my own maps?

2. is there any progarm that can let me make better units?

(if there is were can i get it)

You should check out TA Universe (TAU) if you are interested in making your own TA units/maps. Check out their Unit/Map forum and FAQs. Also, their file download section hosts all kind of 3rd party tools related to unit/map making. Link to TAU follows below:
